Many years of brutal authoritarianism, lack of incentives for everybody, everybody can be suuspicius of treason, the only way to prosper is become member of the party.

Maybe lazy is not the word, better resignation, conformism, fear... which leads to apathy and indolence.

Interestingly enough, with Cubans it happens the opposite. They tend to display their full entrepeneurial abilities once they get away from their island.

Those who can, left. Those who can't, stayed. Perhaps a part of the reason Florida has been a bastion of freedom in the western world during covid is because there’s a huge diaspora of refugees from communist Cuba that see exactly what’s going on.
