    Neither.

Homicides rates that time were too low in Latin America.

I am thinking more of political/State-instigated violence.

Leftists in Latam today are persecuting their opposing parties thanks to globalist consent. Nicaraguan leftists politicians are persecuting priests and nuns. Bolivia just enjailed their Santa Cruz's opposite party leaders. Brazil is persecuting right wingers through censorship using the word democracy. Chile and Peru loads of protests and violence, political instability, Mexico/Colombia and their narco politicians persecuting opposing parties, I dont even need to name Venezuela and Maduro government. Pinochet is a cry baby close to Maduro.

No, but he liked to claim to be a nationalist who'd vehemently protect Brazil's interests and the economy.

The best president I've seen during my life (or least inept, take your pick).

Because of his economic policies, or the way he took on the guerrillas?
