Yea Sweden, Texas and Florida are really the 3rd world.
Meanwhile real backward countries like Tajikistan, Kazakhstan, Saudi Arabia, Pakistan and Turkmenstian have mandatory covid 19 vaccination mandates.
All nations that are truly authoritarian.

There are some insane people that do that voluntarily, but the Swedish government has absolutely no vaccination mandate and never had any sort of lockdown.
If people voluntarily want to get the vaccine or a chip, none of my business, they should have the right to do so.
Its the other side that wants us to loose fundamental rights.

To answer the OP question: in the EU it's Bulgaria and Romania - both have very slow vaccine uptake.
From authorities standpoint, it's very easy to impose vaccine mandates in populations where vaccination rate is above 60%. Where it hovers below 40% mandates are a very hard sell. In Romania, discussion of a vaccine pass ended the following day with protesters entering the parliament.

The red states here in the US. I've been thinking about moving to Idaho, but have a lot invested in where I am at, so am waiting to see how bad things get here in WA state. It has gotten really bad in Seattle, but luckily my county is not following in Seattle's footsteps...yet.
I think Sweden. And Japan?
I often wonder how strict it is in Norway. It doesn't seem as bad as other places.
