Nope, Sami-Lapps live for hundrends maybe even thousands of years, more north and in colder climates than Germanic Nordics, yet they are darker, never became as light as the Germanic Scandinavians.
The theory that people adapt to their climate and UV radiation is just a bullshit, same with Human evolution and out of Africa theories.

I would assume over time, yes.
Just like people closest to the equator (which is closest to the sun) are darkest.
My friend who is Japanese said that after a few generations, the Japanese on the Hawaiian islands look different than the Japanese in Japan.
Having modern day amenities like sun screen can alter things too.

Pakistanis and Indians aren't going to turn pale in a few generations, or ever. While pale skin may have an advantage as it's preferred in a female mate (sexual selection) you would need those with lighter skin tone to have more children and while that can have a significant impact on a small population it won't with a large population.

I don't see much difference in the skin tone of Amazonids, Andids and Patagonids...(Patagonids live in colder climates and Amazonids are very close to equator)
I think that applies more to Caucasians(for example difference of South Asians and Germans) and to some East Asians like the Japanese you mentioned.
