Here in the USA each states holds a good amount of autonomy and each state seems to have its own identity (to an extent) due to each state having its own separate powers and unique constitutions separate from Washington D.C, this could also work in Europe, perhaps even better.

You can't compare the US to Europe, each country is a world with its own ethnogenesis....you will never see the feeling Americans have in Europe.
