is pale skin an ANE phenomenon? it seems that the more ANE ancestry a group has the paler they are, it seems pale skin prevalence is directly related to the ANE people.

Depends on what you see as pale. The greyish skintone, which is common for North Easterners, or the reddish tone which is found more along North Westerners.

The thing is many people think ANE is related to pale skin and it is true genetically but I have read and shared an academic article that asserts pale skin started in Pontic-Caspean highlands 5000 years ago, you may want to read it:
