Not really.

Darker skin and 'exotic' features are standard Wog indicators. EEs don't qualify.

The term does encompass a broad range of ethnicities though, depending on the region.

Poland - nope
Russia - nope (if you mean ethnic Russian people, not minorities)
Hungary - some of them look wog. If you take gypsies and gypsy admixed people into account, huge amount of wogs.

I think there are three definitions of Wog, the first is that of Komiwhatshisname who basically marked down 90% of Europeans as Wogs because their eyes are not "normal" then there is the British definition which would include the French regardless of pigmentation, probably the Germans too, though not the Scandinavians who are i think regarded as light and pure as the Brits. I would say anyone with a yellow or olive tint to their complexion is a Wog, so that would include Czechs etc though not as many Poles or Baltics.
