Yeah, probably now that they realise this is not helping their country's economy, and foreign nationals are already advised to leave the country. If it's about anything it's about gas. It's very lucrative to supply Europe with gas. Conflicts in Ukraine will raise Russia's gas price. The USA hopes it will slowly throw Russians out of the game so the USA along with Arabs can step in instead of Russians. Officialy of course, the USA seems worried about a potential gas shortage in Europe because of conflicts in Ukraine (conflicts they contribute lol), pretends to care about Ukrainians and European security.

Obama restarted it around 2014. Putin wrote a commentary in the NY Times about the American "Exceptionalism" touted by Obama; Obama was embarrassed and began to demonize Russia. The rest is history...
