I consider myself a patriot of Moscow (and Sevastopol), and I am bitter that non-local hucksters, and not authoritative people responsible to the residents, are in charge here.
As for the first and other places in competitions, we know how it is done. A questionnaire is issued in which the questions are of a general and abstract nature, which is natural, otherwise how can we compare, say, Rome, Moscow and Mexico City. Creative managers hired by the mayor's office are preparing colorful material, a mega-presentation. The main thing in it is to list the adopted programs, projects, preferably with bright, memorable names. Whose presentation is prettier, and answers the most questions, wins. This is the same as cabinet research in marketing. Without familiarity with reality.
