Which terrorist attacks in Chechnya? Are you still living in 2003 or so? I don't remember it happening for a long time. Russians as military or police power left Chechnya long ago, wisely empowering one of the Chechen tribal clans which made a dirty job for Russian side, cleansing all the Wahabis and anti Russian oriented clans. Nowadays Chechnya is a 99,9% ethnic Chechen with own army and police forces.

Even more interesting you relate it someway to Neonazis from Russian cities. Chechens have never been a target or collided with them, because there were never Chechens in big numbers plus very few of plebeian Chechens here, because plebeian Chechens predominately live in Chechnya. Main clashes between Russians and non Russians in 2000s were against Uzbeks and Tajiks.

There was a rise of terrorist activity of Central Asian wahabi cells related to ISIS with a start of war in Syria. Except for direct elimination, there was a FSB tactic to promote and do not obstruct the departure of all of them to join ISIS in Syria. Whole families of mujahedins moved there including women with kids (now some women return).
