You can only invade a neighbouring country that attacked you first. Because you are being attacked from their territory.
Thus you're given some strategic depth where you can extend your military operations, even attacking ones, because they ultimately serve for better defence from agressive neighbour.
I know that because I studied law and we learned that in Haague court verdicts when Croatian troops invaded western Bosnia to conduct military operations because Croatia was being attacked by Serb troops stationed in Bosnia, and such operations were declared legal by the court and in accordance with laws of war.
Thus, if Belarus for eg. openly joined in Ukrainian war, Ukraine would have right to attack Belarussian territory up to 60km from the border.
