In the Grand Duchy of Lithuania, only the ruling dynasty and peasants from the vicinity of Vilnius and Kaunas were Lithuanians (Balts). The entire elite were former Ruthenians who soon became polonized after the union with Poland.
Apparently, Lukashenka said that the Grand Duchy of Lithuania was the first Belarusian state.

These are medieval Polish lands that Poles regained after many centuries. They were within the borders of the state of Mieszko I and his successors.
Same as the issue of "Kievan" Rus, which the Ukrainians had appropriated for themselves, and whose lands were only part of its territory, all of Belarus, part of Russia, Podalsie and other areas.
