Most of them are not. Who said they are primarily Nordid?
By "Nordid" I don't mean pure Nordid, as in Hallstat. I mean Anglo-Saxon, Keltic Nordid, etc.

England is primarily Keltic Nordic. The Keltic variety of Nordic is typically medium brown haired (#7-#9 in Fischer-Saller scale below), meaning somewhere in between pure brunette and true blond hair. The English are mostly medium brown haired, so there is no contradiction.

Once again these are overestimating the amount of blondism in Scandinavia. Go there, and see for yourself.

    What???
    Bwahahahahahahaha
English people have never been particularly nordid.
Most sport keltic phenotypes. And blonde people are not particularly common.
There are even indigenous olive-skinned people found in Scotland, eg Sean Connery, ffs.
Most Nordids are found in Northern Germany. Scandinavians are split between nordids and caveman-looking people with robust, huge heads and foreheads you can fit all ten Moses' rules on.

As I said before England is not primarily Nordid, not anymore.
Same with countries like Germany or Sweden sadly...

However, studies show that only 25 percent of the population of England is blonde-haired. The majority of England (about 60-70 percent) is light haired (light brown, red, and blonde), but only 25 percent is blonde. How do we explain this? Is the environment in Scandinavia more favorable to blonde hair? Did sexual selection result in blonde hair being more common in Scandinavia?

Is it also possible that the English are composed of less pure Nordids, such as Sub-Nordid? Sub-Nordid are Nordid, but less pure. They are more likely to have brown hair.
Yes, England is primarily Nordid, no question about that. Now the Nordic phenotype most common in England as in the rest of the British Isles ( Keltic Nordid) is different from that of Scandinavia particularly Sweden ( Hallstatt Nordid). There are various Nordic/Nordic-mix types found in the English population. England is the blondest-haired country in the British Isles. The area previously known as «Danelaw» has the highest incidence of blond hair in the British due to historical reasons. The frequency of blond hair in England is 35.5% based on relatively recent survey, which is above the 25% - 28% mean for the entire United Kingdom. By blond hair, I mean from the lightest or platinum to the darkest blond or brownish-blond shades. The most common hair color is obviously various shades of brown, especially the light brown shade. Although red hair is more frequent in England than in any country outside of the British Isles, again due to historical reasons. In eye color, due to their strong Nordic racial blood, the most common eye color is blue. Almost half of the population are blue-eyed. The ethnic English population as a whole are predominantly light-eyed ( blue, green, gray, light hazel, etc…). In that respect, they are not much different from Scandinavians. Nearly 80% of the ethnic English are either blue or light-eyed.

If you combine the following Nordic/Nordic-mixed phenotypes in the English population. This is the way they go in terms of racial impact on the population.
    1) Keltic Nordid ( Basic racial type in the English and British population)
    2) Anglo-Saxon
    3) North Atlantid
    4) Hallstatt Nordid
    5) Tronder
    6) Norid
These Nordic or Nordic-mixed phenotypes make up 80% of the ethnic English populace.

25% is refered to medium or light blond (like Paul bettany), Scandinavians are also predominantly medium brown haired in adult age.
    Correct.
