The problem is that the Yanks (as well as any other empire) never act out of good will, but due to their interests. As a matter of fact, is best for them if all the Americas (except them of course) go to hell. So it's no good for them if Haiti or any other country progress.

They will do anything to try to unstabilize any country trying to do things right and that includes every tool at their disposal: the NGOs, the IMF, the HRC, etc... Just look at how they are making life impossible to El Salvador and its president.

If I were the Yanks, instead of pushing evangelical missions in Haiti, I would be funding Planned Parenthood facilities on every corner of that country.

The deep state is not interested. They want Haitians multiplying like rats, and flooding US and other prosperous western countries. Same with Africa.

The main answer is geographical (Colombia is a country plenty of mountains and rainforests) and economical (no other insurgent movement received such huge amounts of money, in fact, it was difficult to distinguish between insurgents and narcos at some point).
