Definitely an atrocity of the Ukrainian Army. These civilians are of the Donbas, they are pro-Russian usually (although this town was occupied by both sides over the past 8 years). The Ukrainians likely wanted to do it to blame Russia, distract them or use the town's civilians as human shields (hence don't want them to leave).
