Dosent matter who has the highest decline, question is what are the goverment and the people doing about, the goverment cant just ask the people to pop out 5 kids for every family with out a real good economic help, but the countiries in the balkans are not that wealthy to provide that kinde of help, so what can be done, its not only that fewer are being born, people are leaving the countries to for a better life, i have a hard time seeing if this can be rewersed
