After the liberation of Toplica and other southern and southeastern parts of Serbia from the Turks in 1878, some areas, due to the emigration of the Albanian and Turkish population, remained deserted, including Toplica. In order to settle these areas, Serbia passed a law on the settlement of these areas in 1880, in which the settlement of Toplica took the central place. The law regulated settlement conditions.
In 1889, there was a great drought in Montenegro, as in previous years. Economic conditions were constantly deteriorating, which, in addition to the drought, was particularly affected by high birth rates, lack of fertile land, and some other factors that acted in the complex, and therefore Montenegro found itself in a severe economic crisis. There was no other way out but to move out.
As the political situation in Serbia improved, after the departure of the King of Milan, the "doors" of Serbia were reopened to Montenegrin emigrants.
The practical organization of the Montenegrin poor people for emigration to Serbia has begun in Montenegro. The Serbian government decided that in 1889, about 6,000 people from Montenegro could immigrate. The interest was much higher, so that everyone who wanted to emigrate to Serbia could not be met. Some leaders of Montenegrin tribes enumerated significantly more people for emigration than was foreseen by the decision of the Montenegrin government.
