Idk it's just sign of dominance, could lead to a fight but it would happen 0.1%.
Although if the guy keeps staring even if he goes past you, then he certainly has a problem, and then there comes the fight possiblity.

No ( I am assuming it's a random person), but it also depends on the stare, if it's like an angry stare then I'll most likely assume he has a problem with me, but I am not really a conflictive person and tbh idc, so I would just go on with my day.
