Niinistö is 2. term president (one term is 6 years in Finland). So he has been president almost 12 years now. Finland's immigrant population is not that large (even in Helsinki it is just 10%, and in the rest of the country it is even lower), and many if not most foreigners in Finland are Estonians and Swedes.

More Russians than Estonians.

Swedes lived in Finland for 800 years and are counted as natives at this point.
