    No it isn't. They are still semi-autonomous from China and have their own passports. It is similar to the relationship that places like Bermuda, Anguilla and the Cayman Islands have with the UK.

    What is interesting is that, despite being often quite poor, many countries from Latin America, the Caribbean and the Pacific Islands feature on the list. I suppose this is because most Latin American and Caribbean immigration is to the US and Canada, while most Pacific Islands immigration is to Australia and New Zealand, so the EU isn't so concerned about them. Conversely, despite being mostly rich, of all the Gulf Arab countries only the UAE features on the list. I suppose this shows there is concern with cultural differences, terrorism and the fact those governments' relations with the West are deeply ambiguous.

    Indeed. They are not a real threat. Also, they are too poor to pay a plane ticket.

    Afaik Chinese citizens can visit some Balkan and East European countries without visa.
