We can easily understand the point of view of the devils on the metropolis - the output of sinners who going to hell is almost 100%. The biblical point of view on all this is well known: in places of compact residence it is recommended to have 1 righteous living person per 1000 or 10,000 people - I don’t remember exactly. Otherwise, God will decide to destroy them all there. Moreover, there is no even talk about saving someone there - but specifically about destruction - therefore, we can assume that those living there (in big cities) have degenerated over many generations and can not be corrected. I can confirm this as city dweller in few generations.

Speaking as a protestant Christian, the theology is that if you are a saved Christian there will be gradual changes in your life as you are conformed to Christ (producing spiritual fruit). Since the Holy Spirit permanently indwells Christians and you are given a new nature, the new nature is from a deeply internal level though (Like you take enjoyment in doing good things for the sake of good and desire to love God and love people), there's still a lot of ugly layers of sin covering who you really are though from years of programming, it's usually worse for those who did not grow up in Christian households. But still, if a person acts like shit after being 'saved' and doesn't care and doesn't try to repent, they were never saved to begin with, because how can they continue to live like that if they were supposedly given a new nature? That's what I believe in
