My reasoning here is twofold. Firstly, the Queen announced many years ago that after she dies, the royal house name would continue to be Windsor, even though, in the normal course of events, it should have been Mountbatten, after Charles' father's surname.
The second reason is that since 2013, the law of succession does not favour males over females. Therefore the dynastic surname will be changing far more frequently than in the past, and the obvious solution is to follow the precedent set by the Queen over the house name, and not change it.
