(1) Do you think dark skin is inherently ugly? (2) At which point do you consider skin to be 'dark'?

Dark is subjective and I mean you can probably try to differentiate the ethnic origins of the skin tone (if it's more African, Asian or European) or look at it based on appearance. It would probably be a non-european skin tone that is Arab or South Asian. Considering a medium tan(from some southern european) as an objective dark while standing next to someone who is brown year round have is a little liberal for wording to say the least.
