(1) Not in general, there is certain ugly skin tones but they exist in the whole light-dark spectrum. However, I have a personal preference for lighter tones.
(2) I don't know because I think this depend a lot in context, there is no arbitrary limit. Type IV skin, maybe? But that's also a lot of 'medium' tones. Should we consider medium skin dark? There is only dark/light?

You can't master this subject with a self-made, unacademic way of proceeding.
