It is indeed more than a little disturbing that the Communist dictatorship of Cuba is regarded as less corrupt than some actual democracies in Europe (and many more actual democracies in Latin America, Africa and Asia).

Where is Spain?

It scores 6.1 and is ranked 34th least corrupt country on Earth (jointly with Lithuania). Even Italy nowadays scores above 5, which for a long time it didn't.
