What requirements does a group of people have to meet to be considered of the same ethnicity in your opinion? How close do they have to be genetically? How strong do the cultural and geographic ties have to be?

Shared language, shared customs, shared history, shared phenotypes (within a certain range).

Yes, but to what degree?
For example, do you consider that all speakers of Germanic or Romance languages... share the same language, or do they have to understand each other without any difficulty? Many groups share customs with other very different groups or even phenotypes (for example, Australian aborigines look like black Africans to me)

For example, do you consider that all speakers of Germanic or Romance languages... share the same language, or do they have to understand each other without any difficulty?

Preferably the latter. The closest major language to English is Dutch, yet I wouldn't understand it without learning it.
