If I were Spanish I would return these 2 enclaves to Morocco as soon as possible, and entrench the natural border across the sea to be as strong as it can be.

In a way I agree... BUT, remember the historical and cultural values these territories have to Spain are just too BIG. The best idea is to build a huge concrete wall with snipers, drones and high tech all across their borders. Anyone that attempts to cross it illegally, gets a few rounds of lead. Problem resolved.

Nah, these apes seem to have become immune to fences.... I wouldn't be surprised if some of them could cross it with electricity.. Now a tall wall made with re-enforced concrete, with electrified coils on top, a whole different story
