Ceuta has never been Moroccan. Let's check its origins: its first appearance in history was as a Phoenician settlement, later was occupied by Greeks, later Carthaginians, later Romans, later Vandals, later Byzantines, later Visigoths, during the Middle Age is conquered by different independent muslim kingdoms/family dynasties here and there...finally is invaded by Portugal in 1415. We could say that Portugal was the first country (from a modern point of view) who conquered the city.
After The Iberian Union (1580-1640) Ceuta prefers to be spanish and in 1668 in the Lisbon Treaty is officially spanish.
Where is Morocco in the city's history?
Ceuta can only be claimed by Portugal and nobody else.
