I have to cut my hair short...

I tripped and burnt my hair on a candle (Mother loves scented candles), then a great portion of it was coated in wax. I severed the burnt portions of my hair on one side and it seems as though I am going to have to cut it very short! Currently, my hair is a little imbalanced (or very uneven, short on one side)

The length of the cut hair reaches my nape. Alas, I want to relayer my hair which would mean that would be the length of the longest layer since short hair does not bode well with me unless it is choppy since... Sailor Saturn bob cuts do not suit me at all.

Should I have the longest layer at my nape (probably outrageous) or should I cut it like
