What is an Aryan Tause Melek doing on a coat of arms of Serpukhov (Moscow oblast, Серпухов)?

This is a flag of Serpukhov with an Aryan Tause Melek on it. Peacock is the main element of the historical coat of arms of 1883 of Serpukhov (Серпухов). Can somebody explain me what he is doing all the way in Moscow, Russia? Did Aryans Ezdis found Serpukhov?

I have also seen Aryan Ezdi Tause Melek on a Georgian church or something like monastery, but that building was most likely build by the Ezdis who became Christians during a Tamar of Georgia reign.
