English xenophobia towards the Irish and German xenophobia towards the Poles were not mutually related, so making it a collective Germanic guilt doesn't make any sense.

Houston Stewart Chamberlain was English but he was a rare bird for his time I think. It is true English people during the Victorian era came up with anti-celtic racist ideas especially against the Irish and lesser extent the Welsh. However, nowadays, most so called 'celts' are mixed significantly with Germanics and Latins except for the Irish perhaps :

Historically yes. You can see that in behaviour of Germanic tribes, they separated themselves from conquered natives who were in other "caste" that didn't mix with them.
Slavs were nothing like that but freed and mixed with their slaves.

Today Germanics are least racist, but it is artificial in their character.
