Although in absolute numbers it sounds a lot, per capita compared to many other diasporas (European and non-European alike) it is actually pretty modest. For example, it is estimated that around 5 million British people live overseas, when the UK population is only around 66 million versus the US population of around 330 million. Furthermore, I suspect a lot of those Americans are people with ancestry in those respective countries in effect going "back home" (especially true of Mexico).

Yep, it would be interesting to have/ find a breakdown on the race of those American citizens outside of the mainland :b , I would assume that about half to 60% are non-Hispanic whites, and the rest non-white Americans.
