In the public base of Serbian DNA project there is one guy from eastern Serbia who is J2a-PF7412, i think he is a Vlach. Z1515 is below PF7412 if am not wrong.

Illyrians were J2b2-L283 + R1b-Z2103 + R1b-PF7563, these peak in Albanians today and what we see in Iron Age Albania and we will see these in IA Kosovo.

There will be no E-V13 there. These people are just Roman/Byzantine transplants in the Balkans.
