the Balkan label is debatable in Romania, Greece, Croatia. In between (Serbia, Bosnia..) it's completely accepted, nobody there will strongly oppose being Balkanian.

This is exactly what he says.
In the grand scheme of things, the Balkans is just a geographical region. However, the has been thrown around to define cultural borders and economic interests.
Serbs accept and embrace this title because for them it is also a reaction against Western interest, and not unfairly considering the events of the last decades.

It's the Greek philosophers speaking through him.
Doesn't sound particularly Greek imo. Somewhat more Latinized than the Hollywood Russian for sure, maybe kinda French also ("Balcon") which may have to do with the Latin languages he already speaks.

I worked with a Greek man (a gay Engineer in his 50s) who had exactly his accent. But I can see his more Italian like accent as well.
