No. I've seen countless French tourists (the majority from the South) and I've been to Southern France countless times and I do notice the difference easily. Genetics also show that.

Southern French look mostly like other French, with overlaps toward Neighbours especially in the border areas or in place with an huge iberian/italian immigration.
