Those scores are based just on geolocation of takers of some online IQ test.
Were most takers Albanians, or KFOR personnel stationed there who happen to be mostly Americans and Italians?
Because about 100 is what WASPs and Italians usually average, so maybe that's the explanation.

The test is a bit dubious. I took it out of curiosity (you can do it too, it's on the OP's link) and I got a score of 134. That would mean that I'm gifted on certain scales and 33 points above the average. If I had to rate myself I would say that I am within the average or at best slightly above average and inclined to feeling dumber and dumber with each passing year I would suggest looking at these non-academically proven tests with some skepticism.

I would say that it tests your knowledge of arithmetics. This is something you learn in school.
So, if you don't go to school/don't learn arithmetics you'll not try to answer such questions and therefore choose the "I don't know"-answer. That'll make you look like you have less IQ points.
But honestly, I wouldn't be satisfied so long as the average population doesn't score as high as me because I don't even think I'm doing anything exceptional.

The only difference I've noticed between me and other "high IQ" people is that I like to question/understand everything before giving an (serious) answer. This way I can be sure of what I'm getting myself into. And they are often not very interested in the subject. They only do enough to get a good grade but don't ponder on the philosophical topics of mathematics, like the question if time should really be considered a scalar (only size) rather than a vector (size and direction)?
Time will be considered a scalar so long as you cannot change it's direction, i. e. go backwards in time.
