I don't even need to know how very well how things work around there to blame it on crappy youth development, and maybe in bad genetics. Compared to Argentina and Uruguay, it's way more Amerindian, and we see from Bolivia how a fully Amerindian nation does at the sport.
Uruguay's secret is how strong their neighborhood clubs and little leagues are. The incentive for a kid to play football is huge and small towns are well connected to Montevideo where the best will be filtered.

Meanwhile Mexico doesn't even have a second division with relegation, so imagine how badly they spread their tentacles around the country. Teams are NBA-style franchises owned by billionaires, so their survival does not depend on player development as it's the case in Brazil and Argentina.

Even countries with totally unfavorable genetics and low population can do well if they organize their little leagues. Look at Japan for example. They've had some successful players and European leagues are full of Japs. Keep in mind the sport was 100% amateur there until 1992 and they are a country with very unfavorable genetics.

But they have an aversion to passing the ball and following any sort of rules, that means, unsuitable for modern football.
