    I would put the UK and Ireland in Tier 1, and delete Tier 3 by placing its countries in Tier 2.

    If with pigmentation you mean just skin colour UK-Ireland should be the first.

    This being said skin colour differences between Europeans are overrated.

    UK and Ireland are not that light in overall pigmentation, only in skin color.

    I would put Macedonia, Bulgaria, and Montenegro on its own tier, Romania i dont know, i know they are darker in the south and lighter i north, thats at least my personal opinion
