Romania (and the rest of the former East Bloc) until 1990 was not an economy particularly focused on GDP growth. Also most graphics showing eastern euro gdp catching the level of portugal are misleading because they start at the 90's when all Eastern Euro countries were having massive recessions due to the collapse of Socialism. In the mid 80's prior to the crisis, gdp per capita of the People's Republic of Bulgaria for example was not that far from Portugal.
And again Bulgaria at the time was not an economy foccused on GDP.

Btw i would be curious for romanian and hungarian statistics without gypsies, because in fact the gypsy minority reduce the welfare and every statistics in these countries.

Much better on all quality of life figures without gypsies for both countries. I have this "want if no gypsy/Mortimer type lived in my country" dream for Romania because I think ethnic Romanians are mostly honest, hard working people that would do much better without gypsy dead weight.
