I don't know why such surprise that Mexico city Is more developed, literally almost every city of Mexico has a higher human development Index and higher GDP than Brazilian cities.
No offense but that's just what It Is.

Also i think Ciudad del Mexico its a little more Euro/caucasoid, if i remenber the average of Salvador was 40% European or something like that, while Mexico i think its 52% or something around

also Salvador was a rly big center of Slavery so its Normal they be the one of the most SSA cities in Brazil, while the interior of Bahia have a more similar range (60% or 50% if i remenber ans also with more Amerindian admixture
More Details about my Bahian & Portuguese ancestry:

I think Mexico City might be a little more European on average because the Mexican upper class resides there for the most part but they’re a minority amongst the majority non predominantly European average citizen of Mexico City just like Salvador de Bahia who have similar levels of Spanish ancestry. I’m only comparing the city of Salvador not the entire state of Bahia.

White upper class Mexicans are concentrated in Mexico City so yes, that’s probably what contributes to it being more euro by a margin to Salvador. The indigenous influence in Mexico City on the other hand seems to be more subtle, it reminds me of Lima, where there’s archaeological sites all over the city from pre-Hispanic cultures, indigenous parades are held in the main plaza square and the street vendor food is mainly from indigenous cuisine.
