I think he is banning the branch of the Orthodox Church in Ukraine which is subject to the Russian Patriarchy and to allow only the Kiev Patriarchate autocephalous Ukrainian Orthodox Church. This is nothing new for East Slavs. Tsarist and Soviet authorities also banned the Greek Catholic Church in Ukraine and Belarus because it was under the authority of the Pope.
