    They are not playing French roles, they are playing Marseillais which is a bit different, for it to be credible everybody expect non French to play those roles of a Marseille's taxi and cop. Otherwise it would be like casting a whole Anglo-Saxon set of actors and extras in Miami Vice or Bad Boys.

    It's also the vision of a goofy Portuguese guy, Gerard Pirčs who mostly made failed tacky comedies but Taxi was a commercial success. It's an over the top comedy.

    He even gave the taxy guy Nacery an Iberian name in the movie "David Morales" and the role of the commissioner to another French actor Bernard Farcy (Commissaire Gibert). It's his caricature of a caricature, of a caricature, or the best troll of TA...
