Maybe it´s the very last card Putin has if the presumably Ukrainian spring offensive happens and it is succesful.

Russia's threat to use nuclear weapons (tactical or strategic) has so far been the only thing that has really stopped the West from giving full support to Ukraine. If the West had not had that brake, given the poor Russian military performance, it could have been definitive.

If you want instead of "poor performance in military operations" (till now, things always can change) so as not to offend your pro-Russian sentiments we can say "less than expected performance".

What the West would most likely do is nothing.

They will do something no doubt about it. The west will retaliate in a conventional way but the retaliation would be huge.
Letting a country use a nuke without consequences open the window to the pandora box. Even China will turn against Russia in this situation. It's obvious russia would become a pariah state.

It is almost impossible for the situation to lead to a nuclear war because everyone would lose, including third parties, although with the intelligence demonstrated by the Gremlin anything is possible, it is more reliable to have monkeys in charge of the nukes.
