    I think Justinian the Great (who was a Macedonian btw) because he tried to rebuild civilisation and beat back the barbarians. Napoleon was just one more barbarian hellbent on world domination. I can't recall any positive contributions he's made to civilisation other than the Napoleonic code but that's pretty much it.

    Napoleon is probably the single most important figure in history in terms of the study of war and military tactics. He's studied in war colleges everywhere. He also did much to throw off the last vestiges of the Middle Ages. The modern West, for good and ill, is his progeny to a very large degree.

    You are comparing two emperors who lived in very different time periods so you can't really claim Napoleon was better than Justinian who did make his own contribution to civilisation by restoring Roman rule to Western provinces.

    Ironically, that wouldn't have been possible without the codification of Roman law initiated and overseen exactly by Justinian.

    Which is only stating the obvious. The Napoleonic Code improved upon the older code.
