From my experience dumb TA users can come from every category. I would consider a dumb TA user as someone who is close-minded and always starting drama, or constantly attention-seeking.

To be fair, even here you can learn everyone has good and bad individuals, also regarding intelligence. Some are incredibly stupid, others show high intelligence and both can be from same countries, for example Christino Velyo and gixajo.
