You use the word European like it means anything ethnically, some of the whitest people live outside the boundaries of Europe in Russia, China, Pakistan etc so European means nothing. An Italian in America will feel very white, they are whiter than many so called rednecks.
I care little about how an Italian feels in America, I am much more interested in the European culture to which I belong.
In Spain we would not consider any extra European as white, no matter how white his skin may be, if his face taxonomically does not fall within the usual standard for Spain or Europe. Skin tones should be between any of the usual averages for Spain or the rest of Europe.
