Immigrant communities that you like having around

My city is like 99% Russian/Ukrainian, the rest are armenians, azeris and georgians. Whilst armenians and georgians are generally alright and can assimilate and actually do some good, azeris form gangs, sell drugs and are just a nuisance in general. Especially when they're around Armenians.
I'd like to have some Northern European immigrants come here and settle in our villages. The climate here is fantastic and the scenery is really good. People with lots of money could start a farm in here without any issues and sell their produce to Europe through Ukraine or the Black Sea. Why Northern Europeans? They are the closest to me mentality-wise. Reserved, calm and friendly when you get to know them more.

Dunno where are you exactly in the South but South African Boers were looking towards Stavropol region for years.

Yeah I remember that. It was probably a PR campaign because apart from a news article and a couple of videos made by the Russian government I couldn't find anything.
I'm also not really sure about Boers coming here, they are essentially Dutch people, but Dutch people who've been living in africa for the past 300+ years, which should've left a mark on their mentality. I vividly remember reading about how the Russian public reacted to the Anglo-Boer wars and how the Russian population sided with the Boers and how they were sending money, clothes, food and volunteers there. I'd still much rather prefer Finns, Norwegians, Danes, Swedes, Icelanders, Scotsmen (the latter have a great history of contributing to the Russian society) or even the Dutch themselves.
