A distinction between the political class and the public opinion should be made. Romanian authorities were interested to become NATO members.

This decision of allowing the NATO planes to cross our airspace, was taken at a high level (approved by the Parliament, President, Ministry of Foreign Affairs, etc.), without a referendum. The students in Bucharest went out in the street, making pro-peace rallies. The public opinions were against offering this kind of logistic support to NATO and against bombing of Belgrade.

Around 40% of Bucharest voters believed the authorities took the wrong position in the conflict between NATO and Milošević, and only 35-37% considered the position correct. This outcome was all the more significant, given that Bucharest was a stronghold of the Democratic Convention (CURS survey 1999).
A total of 85% of the respondents in the same survey wanted the attack on Belgrade to cease as soon as possible, and 64% thought that bombing Belgrade was just an act of NATO aggression towards another country. Throughout the rest of the country, the opposition was even stronger – 76% of adult Romanians opposed Romania’s logistical support of the NATO bombing of Belgrade (POB, May 1999).
This opposition was derived from the feelings of Romanians that they should not contribute to aggression against a neighbor. Moreover this particular neighboring country shared the same Orthodox religion, and bombing Belgrade had not stopped even on Easter.

On the other hand, the Romanian authorities were seeking to get the NATO membership, so they followed their own agenda. This goes to a deeper level too and many things have been done covertly, the public wouldn’t know about such things.

However, interestingly, directly violating the embargo, members of different ministers, police and so on allowed for diesel and gasoline to be transported in Serbia, thus helping your country. We say in Romanian “a împăca şi capra, şi varza”, an attempt to reconcile two opposing interests. So, they could get the NATO membership, but make it up to the Serbians too.

Sorry but you can't have it both ways. Small countries want to be part of NATO for protection but there is the price of NATO being able to use your bases and airspace.

A lot of Americans would like to leave NATO also but the government sees the usefulness of having bases in Europe.
