Yes. But he wasn't bullied as it seems. He was ignored by peers, as he says. You could argue being ignored is bullying too of course (and I would agree).
Children he killed were random, he killed one French national and one boy who was on his kill list said he didn't even know him.
He killed security guard who was caring for all these kids and had friendly relations to him, they even exchanged messages on phone.
I think he is a born killer. Mistake of nature. Nothing can be done. He was good looking, from good family, highly intelligent, sucessfull in school and sports.
Not your typical loser.
IMO children have stronger instincts than adults do, I would speculate they sensed something was not right with him and due to that kept their distance.
