Besides , some Muslim tourist destinations are very expensive (like Dubai/Emirates), and south American tourists (at least Brazilians) don't pick other southern American destinations as their first choice, so it's more complex than that...

Buenos Aires is not particularly touristy for European standards, you'll see way much more tourists in most European capital so in BA the Brazilian tourists cause an huge impact but the hard data shows that they are not that many in comparative terms.
